The total coverage in the CIS hasn't changed between 1990 and 2004. There has been a 2% improvement in urban areas and a 4% decrease in rural settings.

These slight changes can be put in relation with an unusual decrease of population in urban inhabitants (- 6.5 million) and an increase in rural population by some 3.5 million.
